1. The modem isn't working. If external, powercycle it, if internal, reboot the computer.
2. Make sure the modem is plugged in securely. This includes external cables, and the PCI or ISA slot seating if internal.
3. Make sure the computer is not trying to dial multiple connections, that it has no fax software, etc using the modem.
4. Reinstall the modem.
5. Contact OEM.

HOPE THIS HELPS!

did you just upgrade your OS to XP?
if so, check this out:
http://support.microsoft.com/default.aspx?scid=kb%3Ben-us%3BQ318009

other then that you must be running ME or 2k since this error cannot happen in 95, 98, and NT. I suggest reinstalling the modem and make sure it reinstalls correctly.
