| ok, i;m so excited, i solved my problem!!! well, if u r using the d-link router, just upgrade the firmware at the website, www.dlink.com. make sure your settings at 192.168.0.1 are correct and then everything should work. i was informed by my isp that the problem comes from the router as dlink were making some changes. i hope this works for u!! |

I was receiving the following message and was almost ready to compete in the local laptop hurling tryouts: "A time-out occurred while communicating with the server. Account: 'mail.probatter.com', Server: 'mail.probatter.com', Protocol: POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC19"
After messing around with Dell who suggested disabling antivirus software that I didn't have (Norton) and then trying to remove Internet Explorer v6.0 from the computer - something that can't be done in my DELL-LOADED operating system: Windows XP Home Edition, I called Microsoft who fixed it. The solution was to use msconfig, to narrow down the component that was causing outlook not to be able to receive email. I eventually determined that it was my Mcafee Personal firewall file: Mcvsshld.exe which I disabled and the problem went away. I will now contact McAfee for a more permanent fix. |

I use an ADSL modem with a built-in router that assigns temp IP addresses.
Things were working when I was plugged into that router, but stopped working (got exactly the 0x800ccc19 error from smtp in OE6) when I plugged into my new wireless router which is plugged into the ADSL router.
So, re-plugging in directly to the ADSL router fixed the problem. |

This is my situation:
we had 3 computer at home. 1 PC (main one, with Cable internet), 1 PC with wireless internet and my laptop (with Wireless-B Notebook adapter of linksys)
The PC which connect directly to the cable internet work very fine... no problem in sending or receiving email. As for my laptop, I can't send email anymore. I used to be able to send email... but before it was very slow and most of the time I came out with a time out error.... But Since last week, I couldn't send email anymore... and it display the time out error again with 0x800CCC19!!!!
It's been a while that I've looked for the solution, but no luck... please help
I read every single post on this forum and I also tried everything they did and claim to be sucessful.
I tired: installing the sp1
installing Winroute <- how to register, I have the pw, but don't know where to enter it
Autoroute stmp
install Pegasus
Play with Outlook express 6
type in sfc /scannow
update my wireless card
.....
but nothing work... please help Can anyone help me please... I'm getting frustrating for not being able to send email for a couple of day.
I call my provider, but they just ignore it, because my 2 other computer work fine... They told me it's because of my wireless card... Maybe....
I also tried to log in the IP (192.168.1.1) adress to setup my wireless card... but everytime I enter "admin" as pw, it's not working... I don't know what to do now... everything is not working... please help

Under the accounts "Properties", Goto the Advanced tab and check off "this server requires a secure connection (SSL)" for both the Outgoing Mail (SMTP) and Incoming Mail (POP) and the change the Outgoing Mail (SMTP) too "465" and Incoming Mail (POP) too "995".
Then goto the "Servers Tab" and at the bottom check off "My server requires authentication"

SOLUTION : start -> run -> msconfig -> under startup items -> unchecked Mcvsshld.exe
IT WORKED FOR MY CUSTOMER

also did create another new account under outlook

cust having only one phone line. so she will try

even did telnet pop.marktwain.net 25 from run
command but cust having only one line so could'nt

did unistall IE and reinstalled IE.
even did:: regestry look for HOTMAIL key in
HKEY_LOCAL_MACHINE\Software\Microsoft\Internet
Domains\hotmail.com and see if the HTTP Mail
Enabled has a 1 rather than a 0. Also check the
key HKEY_LOCAL_MACHINE\Software\Microsoft\Outlook
Express and make sure that the DISABLE HOTMAIL
value is either 0 (if the version of outlook is
older than version 6) or 2 (if is version 6) and
that the value HTTP MAIL ENABLED is set to 1.
did msconfig Mcafee Personal firewall file:
Mcvsshld.exe unchecked.
issue resolved using msconfig -> uncheck Mcafee
Personal firewall file Mcvsshld.exe . it worked
issue resolved. cust happy. |

In my case the problem was that the Network card had a different MTU setting from my router. It seems that in some configurations with BT DSLAM (in the UK) the different MTU will conflict and cause a server time-out in outlook.
MTU 1458 Router
MTU 1458 Network Interface Card (NIC)
That solved the problem for me.
If you want a free MTU tweaker for your NIC, I suggest Dr TCP (dslreports com). |

Check to see if all of your contacts have email addresses attached to them.
The problem was that when I tried to send emails that were quite large in size my email server timed out with the error 0x800CCC19. I have a wireless with 2 computers hooked to cable and I run WinXP and have Outlook Express 6. We ran through the usual checks and nothing worked. I could send small emails but no mass mailings to friends and family. I didn't want to get rid of the email and redo it, so on an impulse I saved it in drafts while we worked on the problem. Then after awhile I decided to send the email from the "drafts" folder. I double clicked on the email and the email came up in the "send" window. I clicked "send" and it refused to send. The error message said more or less "email could not be sent because you have one or more names that do not have an email address attached to it." I went into the address book and the group "family and friends" had one contact with no email address with it. I deleted that contact from the group, edited the draft and sent it on its way. Now everything is fine.

WOOHOO I FIXED IT!
After a lot of tinkering (& surfing & swearing), I discovered that I was getting the dreaded 0x800CCC19 error because Outlook Express was not remembering my e-mail password, even though I checked "remember password" and typed it in on the Tools/Accounts/Properties/Servers screen.
Since I had checked "remember password", OE would try to retrive my email using the remembered password. Only it hadn't remembered it. So it didn't send any password and the connection timed out while my email server patiently waited for the password to arrive.
You can test to see if this is happening on your machine by unchecking "remember password" on the Tools/Accounts/Properties/Servers screen then hitting send/receive. If this works, look here for the fix:

I get the same error, but it only happens when sending emails for certain @xxxx.com.br servers.
Not certain what cfl.rr.com is doing wrong (my ISP), but everything goes ok when sending e-mails to other servers.
Getting crazy here. ISP says it is not their problem.
geez. I can't also receive emails from there, their already told me they get back a message saying the email was refused due SPAM... hmmm. cfl.rr.com is exagerating.

| I have seen this problem several times and it always seems to be something with an Antivirus program. I always have them turn off Outgoing mail scan is Norton and I had to totally unistall McAfee(which is a good thing IMHO) I just got off the call and it looks like its gonna work |

When signing in to O.E. to pick up my mail I was getting cut off error messages at the same time I was getting the same mails dating from 03.12.03 dd.mm.yy repeating and adding to the ones already there every time I signed in even though I had deleated them and blocked them. This was on the 10th. Also time out and the above error message codes when I sent or received mails. Among them were a couple of unwanted porn mails with large attachments (Which may had been the cause). I have also had problems after downloading the latest XP updates so??? But I managed to clear the O.E. problems by :- Click on Start-Run- Then type,'msconfig'(without inverted commas) click OK click on the start up tab at the top of the configuration box click on 'disable all' and reboot.. Signed in on O.E. and received mails over 3500 of them Deleted them ,after a swift look through to make sure I hadn't missed anything, then went back through the Start- Run sequence again but clicked on 'enable all' at the bottom of the config box and reboot. This seems to have cured the problem. I hope this may be of some help to someone.

The problem turned out to be that the Belkin router does not handle correctly packets sent larger than its own MTU of 1454. When I changed my MTU settings on the PC from 1500 down to 1454 then the issue was resolved.
A good test to see if you are experiencing the same issue is:
ping xxxx -l 1410 -f
where xxxx = a known local site eg for me www.pipex.com
Increment 1410 in 10's. You should increment and get to a can't send fragmented packet. If you don't and instead get a timeout you possibly have the same issue. I suggest setting the MTU to just before you get the timeout eg for me it was 1426 and adding 28 to handle the header. So I now have an MTU of 1454.
Then talk to your router manufacturer about why it doesn't handle it correctly!

Hi....was getting same 0x800ccc19 error. Did msconfig. unchecked Mcvsshld. Apply>>Close>>Restarted the system. And Voilaa!!!!!...error gone. outlook working.
