By Tom Wright Johannes Eisele/Agence France-Presse/Getty ImagesUS soldiers gathered next to a destroyed vehicle in Afghanistan on Tuesday.Pakistan’s foreign policy elite continue to view India’s engagements in Afghanistan as going beyond development and challenging Islamabad’s interests in the country, according to a new report.The report, published by the U.S. Institute of Peace and Pakistan’s Jinnah Institute and scheduled for release later today in Islamabad, drew on a series of discussions with a wide range of Pakistani bureaucrats, journalists, diplomats and former and serving military officials about what Pakistan is looking for in Afghanistan once U.S. troops pull out in 2014. It is expected to be available online later today at either of these two web sites: U.S. Institute of Peace and Pakistan’s Jinnah Institute.A recurring concern raised by participants was India’s spending of over $1 billion in Afghanistan in recent years to fund roads, schools, and other infrastructure. The report said that some in Pakistan’s foreign policy elite see India’s outlays, and New Delhi’s offers to train the Afghan National Security Forces,?as an unwanted attempt to influence the end-game in Afghanistan.“Project participants explained the Pakistani state’s fears that expanding Indian influence over a primarily non-Pashtun government in Kabul could lead the latter to be increasingly hostile towards Islamabad,” the report said. “Indeed,nike shox sko, the India question continues to be seen in the context of Indian encirclement” of Pakistan.The report offers a window on Pakistan’s narrative of the situation in Afghanistan, which differs greatly from India’s or the U.S.’s.In Pakistan’s telling,Louis vuitton topanky, the U.S. invasion of Afghanistan in 2001 and ousting of the Taliban has caused a civil war in Pakistan. In this view, the U.S. presence in Afghanistan has left them with a unwanted war on home soil.Most participants, the report said, favored a negotiated end to the war and a government in Afghanistan after the U.S. withdrawal that includes Pashtun political groups that live on both sides of the Pakistan-Afghanistan border. They urged the U.S. to push more clearly for peace talks with Taliban leaders including Mullah Mohammad Omar and the Haqqani network and to include Pakistan in this process.“Based on their perceptions about the current realities on the ground in Afghanistan, those tied to this narrative see any attempts to alienate Pashtuns in general, and the Taliban in particular, as shortsighted,” the report said.Indians tend to find this narrative as selective. Why, for instance, does Pakistan’s foreign policy community downplay their country’s role in funding and training Islamist forces in Afghanistan, most notably the Taliban in the 1990s?The participants did recognize that Pakistan has interfered too much in Afghanistan over the past 20 years and, as a consequence, this has led to increased militancy in their own society. The report said that the policy experts also realize this policy has led to Afghanis viewing Pakistanis with distrust, while Indians have a more positive image.One way Pakistan can improve this is to take a leaf out of India’s book and push trade and development with Afghanistan, the report said. Bilateral trade already has jumped to $1.24 billion in 2007-08 from $170 million in 2000-01 and is approximately $1.75 billion at present, the report said.Many also realized that a Taliban government would not be acceptable to most Afghanis or the international community.But they tended to criticize the U.S.’s military surge against the Taliban, begun in 2010, as likely to be unsuccessful,nike tenisky, leading to increased instability which will blowback on Pakistan. Only talks will lead to a stable end-game.For now, they said, the U.S. shows little inclination to include Islamabad in such talks, limiting its strategy to pushing Pakistan’s military to clear Taliban safe havens on its territory.The participants were split on why the army does not push more aggressively to close off access to these havens. Some believe the military wants to keep its links with Taliban groups to ensure it has a role in reconciliation talks.But a sizeable group of others said the military no longer has very close ties with the Afghan Taliban but lacks the capacity to take on these groups due to military operations it is conducting elsewhere against local militant groups.
